Manchester United , Newly crowned Champions Chelsea, Bayern Munich and even Real Madrid want him in the summer but he has made his decision it seems.
Newspapers and media reported that he might join Man Utd because of good pal Paul Pogba but he has made it clear that he wants Champions League football. Despite saying that he had no problems with Jose Mourinho when he was at Chelsea it doesn't seems that the relation between these two is that good.
Bayern Munich could be a very good option for him but he can be block by superstar Robert Lewandowski so he has a preference of making the comeback true in the summer. Yes he prefers to sign for Chelsea instead of Man Utd as it would be difficult for him to succeed at Real Madrid and Bayern Munich until Lewandowski and Ronaldo are still playing at their respective club.

The reported fee for his transfer is being estimated at £100M and Chelsea may have to sell title clinching striker Michy Batshuayi to fund this big move of Lukaku from Everton.
